Neuter
him. Although, there is no guarentee he will stop even after he is
neutered, because you have let this is go on for so long, and spraying
is a very hard habit to break once it starts.

You neuter him. It's literally the only thing that will stop him. And
it will also stop him from making unwanted kittens in the neighbourhood
and potentially catching a sexually transmitted disease, which can be
fatal for cats.
