That is something you need a Vet for. Yes, they can be spayed while in heat but with so much blood in that area from every thing swelling up, it does increase the risks of excessive bleeding & you will be charge more because of the risks & complications due to the swelling & blood.

Talk to your Vet & do as he/she suggests.

I just had a dog spayed that started her heat two days prior to the surgery & they charged me an extra $50 & that was at a low income clinic.

You can, but it's generally riskier. Her reproductive organs are swollen and there is increased blood flow to the reproductive tract during a heat cycle. If at all possible, it's best to let her complete the heat cycle before spaying.

Yes, you can. It is a longer surgery, because the tissues are swollen, and there is more blood in the area where the surgery is done. It also usually costs a little more, since it is longer and a little more difficult. Talk to your vet about your specific dog, though. Every dog is different. 

You will want to ask whether she is healthy enough to go through the surgery, and the main way to find out would be to have pre-anesthetic blood work and ecg run before surgery. Also she needs to be "negative" for heartworms. If your dog is in excellent health, I would imagine your vet would perform the surgery. Make sure you get pain medication for your dog.

Yes take her to the vet. it's not cheap though. might want to wait till she is out of heat cause it costs more.
