He is mouthing and you will find plenty online to help with this, however, if you have bought a rottweiler puppy then you should be experienced enough to have known this and just what the pup is doing. If not then take the pup back to the breeder and get a breed that will not require as much experience.
I have a pup in foster with me now and he's come in at nearly 4 months old and never been taught bite inhibition (or anything else). I also use the 'OUCH' command that Sammy suggests although I disagree it is only to do with teething. If it were it would stop when they stop teething which it doesn't, and they also wouldn't chew on hands but other items.
It is all about interacting with you and all they know is how they naturally do that with siblings. You need to teach how to interact on your terms.

Well he is a pup, no need to listen to some of the folks here-- puppies
go through teething stages. Don't give up on him! I'd say give him a
very firm 'NO', and crate him. Assuming that he'll bite if you offer him
your hand; anytime time he just licks or sniffs praise him and offer
him a reward. If he bites, do what I mentioned earlier. Make sure to
have plenty of teething toys around too. They're just like babies-- they
need something to chew on for teething. Good luck!

As a certified dog trainer it's a normal behavior unfortunately. It can
be quite painful and hard to deal with. All puppies teeth, when your
dog nips you place a toy in his mouth! Also what I tell people in my
classes is to yell ouch when your dog starts using your hand as a chew
toy.
When you yell it startles your dog and causes him to stop what he's
doing. Ignore the dog for about 30 seconds and continue play time and
repeat every time your dog mouths you! It will teach the dog that every
time he nips you playtime stops and he gets ignored! It actually works.
Also if you can get a washcloth, get it wet and put it in the freezer
until it's frozen! It works well and actually helps the pups gums. But
never hit your dog or hold its mouth shut, it can make him fearful of
you!

You mean you bought him from a horrible backyard breeder that surely
kept him caged and gave him NO human interaction. You got what you paid
for.

He may need to be desexed or put down. If the vet can't suggest anything or the obedience training doesn't work. Try those first.
