Though she's slacked off and doesn't help with them at all, my parents don't want to be bothered and the little kids can't do much but play with them.
I'm positive that they're physical needs aren't being me and I feel awful because of that. I go to school almost most of the day since I'm in college and my sister is in high school, we both work a part time job.
They get anything to drink or eat if I'm not home, and the only outside breaks they get are just to potty and they have to come back inside.
They aren't allowed to run around the house and play. So basically once I wake up I give them food and water, then take them outside for an hour until it's time for me to leave.
Then once I get home they get fed and get water, then get to go outside for about two to three hours. I can't take care of them by myself and ones in my name and the others in my sisters name, my parents wouldn't mind If we found them a new home.
I just feel that they'd have better luck In another home, even though it's killing me inside to rehome them.

So you are blaming every one else for you being lazy and bored of the dogs. You clearly dont feel bad at all since you dont take care of the dogs at all and are bored of them and want them tossed to the side like trash.

You need to put the dogs first and rehome them , or take them to a
local shelter where they will find a loving home , but please don't
neglect them In the meantime

would just have them put to sleep. It's cruel to keep them and the
shelters are full and will probably put them to sleep anyway
