All
dogs need activity, and all need some kind of heavy or costly grooming,
or shed...or need to be plucked. Labradoodles aren't some epic
solution, their fur doesn't stop growing and they need it cut, which
costs $50-$200. Have fun with that. Both breeds are extremely active
too, and prone to severe psychological issues if not given enough
exercise, especially the mini ones. Low to no shedding though, yes.
If you want a dog, then you need to get with the program and stop being lazy, or have something that fits a life-style that you don't have much free-time with(obviously you're either a lazy brat, or you work too much), or get a stuffed toy, because there is NO breed that doesn't need a daily walk, and any who are happy to become lazy...tend to get health issues and mental issues due to it. Those suggesting dogs for such a person should not have any dogs.

Some wit first.
The do have electronic dogs that one can purchase they are rather neat and all the rage in Japan from time to time. The demand care (feeding, water etc) in a timely fashion but no real issue with dander and fur or droppings and having to take them for walks etc.
Now for the solution. A small lap dog could easily flourish indoors without too much outdoor activity if you play games of fetch etc. Heck if you just train the dog there are automatic fetch machines, where the pup brings the ball and drops into a trough then the machine shoots the ball for the dog to fetch! Labradoodle is one example of low shedding.

Stuffed dog from Toys R Us.
All dogs shed, some more than others.
All dogs require a minimum of 3-4 walks daily, for elimination, walking is not considered exercise, 30-40 minutes each time, plus a minimum of two sessions of aerobic exercise, such as playing fetch, 20-30 minutes each time.

All
dogs have fur or hair, the fur tends to be more shedding than the hair
types like a poodle, their hair does break off and you will find it
around too but usually not as much as a dog with a double coat would.
As far as exercise, stuffed dogs, electronic dogs, digital, dogs do not need exercise, all live animals need food, water, care, love, exercise to live. If you cannot give the dog these basic things then you are not ready to have one yet with your current lifestyle.

Jojo:
With that sort of attitude about dogs it obvious to me that you are not the right type of person who should own a dog.
So therefore I don`t recommend any breed of dog that would be suitable for you. End of.
Elaine:
All dogs shed, though those with silky hair do less of it (poodles, yorkies), but all will need outdoor time.
