My puppy is really raw from harness. I put Neosporin on him but he s an outside dog & I don t want him to get an infection. Vet is closed.?

Neosporin is for humans. He's going to get an infection, take off that damn harness and let him inside, give him a bath no shampoo, towel dry until morning when you can take him to the vet.

I KNOW not to put the harness back on him! My question is NOT about the harness it's about what to do to the rawness until I can take him to the vet whenever the vet opens.

No puppy should be an outside dog. Remove the harness until it heals and then get a rolled leather collar instead.
