Well before we could break them up we think he finished his business. Are we liable for this act of nature?
Update:
blackgrumpycat, we were a quiet startled and fascinated by the whole
thing. We were completely embarrassed to say the least.
So we quickly
returned home. Our grandson keeps laughing about what the puppies might
look like. One can only imagine.
We're the only ones that have a
Chihuahua in the neighborhood so it will all eventually come out. Maybe
we should leave Arizona and go back to Ohio for the winter?

Yes.
You better go back to Ohio, at least by springtime. You are at fault
for not controlling your pet. How would you feel if a Great Dane raped
your Chihuahua? Wow, imagine the thought.
Dark-Of-Knight:
Yes
You failed to not only neuter your mutt, you failed to keep your mutt contained properly, let ti run loose and impregnate the neighbors dog. You let the dog run loose and it was on their proeprty so they can sue you

LakeLady:
You are, yes. Your dog was loose on their property. Like a human woman though, they may have trouble proving paternity.
